What was the only time (by whom and about whom) that the rank of "Commodore" was spoken of in Star Trek: The Next Generation? In which episode did this happen?

I think it was when Geordi called Centurion Bochra commodore and then Bochra promptly corrected Geordi to his proper title. The episode I think was called the enemy.

My only recollection of "Commodore" being ever said in TNG was in an episode called "The Enemy" (TNG-Season 3) where the Enterprise-D was on a mission to investigate Galorndon Core. Geordi LaForge was stuck behind on the planet and encountered a Romulan named Bochra (I hope that's spelled right) who he kept calling "Commodore", until the record was set straight that the Romulan was "Centurion Bochra".
The two had to work together to escape, when Geordi's vision cut out due to issues with the atmospheric interference reeking havoc with his body.
Some of my favorite lines in that episode. Geordi> "Well... The fleet's in, Commodore. The sky's full of Federation ships.... I never lie with sand in my shoes."
Geordi> "WE DID IT!! Hahahaha!!! The first Federation-Romulan co-venture!"
I'd have to look to see if there were any other references, but that's the first one that came to my mind.
I'm in full agreement with Lt. Saito.
