Background Information

Stardate 65873.0: Captain Harsting was involved in a shuttle accident while enroute to Risa. Suffering from Severe Neural Disassociation, he was sedated and kept in stasis.
Stardate 65912.4: Subject Harsting, James A; Transferred to Starfleet Medical on Earth, under the care of Doctor Daphne Gladus (Lieutenant).
Stardate 68612.3: Doctor Daphne Gladus, using recently traded technology with the Romulan Ministry of Heath, was able to reverse James Harsting's ailment.
Stardate 68681.8: Subject Harsting, James A; Began Physical Therapy to regain majority of the movement in his body.
Stardate 68710.3: Subject Harsting, James A; Discharged from Starfleet Medical
Stardate 68715.5: Subject Harsting, James A failed to check in for required checkup, Starfleet Security Alerted

Lieutenant Oscar Hazell, Office of Starfleet Security, Lead Investigator
Upon arriving at the residence of one Captain James Harsting at 3709 Laurie Ct, New Hampshire, North America, the investigative team discovered that the subject had never entered his premises, per the internal security system. All internal sensors noted no activity since the cleaning crew had left on Stardate 68708. Diagnostics of all security systems noted no tampering. Additional sweeps indicated no DNA or biological evidence that Captain Harsting had arrived.
After completing sensor sweeps of the property and adjacent abodes, there is no forthcoming information.
Starfleet Security has reviewed all departing vessel manifests from the Sol system in the interviening time between Stardate 68710.3 and present. No passengers matching Captain Harsting's DNA or visable description has been documented. His Commbadge frequency cannot be found within the Sol system per the Federation Sol Sensor Network.
I am forwarding this report directly to the Office of the Admirality, due to Captain Harstings extensive knowledge of Starfleet Engineering Practices. It is the judgement of this office that, while any information he may have may be two years old, his forward knowledge of Research and Development as well as the design information of many currently deployed engineering systems make the Captain a security risk, especially with the mysterious circumstance of his disappearance.
