You are in command of a capital starship; The NCC 38997 USS Malinche (Excelsior Class).
The Malinche is currently on the border of Breen Space. Per the Breen-Federation Treaty, you are not permitted to cross into Breen Space because you are a capital ship.
Here's the clencher.
Beyond the border is a Federation Frigate, less than 2 minutes from a warp core breach. The vessel was heading from the Cardassian/Federation DMZ towards a new colony, when the warp drive malfunctioned, sending the vessel off course. They are sending out a distress signal.
Furthermore, there are 6 Breen Ships, all keeping their distance, watching what is happening, but not willing to do anything to help the nearly derelict vessel. Using Transporters is impossible. You're nearly 2,000,000 KM from the vessel.
The Vessel is housing 363 Federation Citizens, including many refuges (men, women, and children).
What do you do?

Second Lt. Justin Kinsely walks into the holodeck and then listens to the scenerio. He thought for a second and the spoke up.
"Even though the ship couldn't be used to help with the evacuation, sending the shuttles in would be okay under the tready. Also, there was nothing said in the treaty that the ship can send a transmission to the Breen ships, asking for help in the evacuation. Computer, end program."
Justin finished and then turned to leave the holodeck.

::She outlines her plan to the holographic crew.:: "We need to caontact the Breen ships before entering their space. According to the treaty, we are not allowed to cross the border, but perhaps in this circumstance they will allow us to cross under supervision. If they allow us to cross, we will then rush to the frigate's aid evacuate th"e crew and passengers."
"If they do not allow us to cross, we will send coded transmissions to help them fix their ship and shuttles to evacuate the people. Since the all the people wouldn't fit in shuttles, their transporter patterns could be saved in the computer of the shuttles until they can be rematerialized on board the Malinche."
"Computer, end program." ::Zandile walked out of the holodeck, wondering what other people would answer to this new scenario.::

::The computer began and Tyler found himself on the bridge of the Malinche::
::To The Operations Officer:: Hail the breen ships and ask for permission to go across the border and render aid to the Cargo Vessel.
::The Breen answer the hail and say they will not agree, but as long as nothing negative is done, they would look the other way.::
::To the Helm Officer:: Take us in to breen space, quickly. Oh and dont dawdle, go straight there and straight back, we only have 2 minutes to complete the transfer. Send the coordinates of the frigate to transporter room 2.
::To the Operations Officer:: Hail the Frigate, tell them to stand-by for transport, people only, we dont have time to transport personal belongings.
::To Transporter Room 2:: Chief, There are 363 people on board a federation frigate, the coordinates have been sent to you. We've got 2 minutes chief, beam them directly to cargo bay 3.
::To Sickbay:: Doctor, have a medical team get down to Cargo Bay 3, we are going to be taking on about 350 people, make sure they are comfortable. I dont know if any are injured.
::The People are transported over with 12 seconds to spare and the ship goes back across to Federation space.::
::To the Operations Officer:: Hail the Breen ships and thank them for not noticing us
::The program pauses:: That must be it.

Computer begin Simulation.>I would first hail the Frigate.I would tell them to eject their warp core .I would then hail the Breens telling them of my intentions.This would make them back off so the warp core explosion would not get any of their ships caught in it.I would then tell the Frigate to go to full impulse and head back foe Federation space.They should be able to do so in seconds since they are so close to the border they should easily make it back.I would thank the Breens for their cooperation and the Federation saves its ship as well as its crew.END SIM<

::ga'Lar puffing his cigar heavely moouthing the scenario to himself thinking about all the data at hand knowing a few things right off handabout the ships and treaties involved understanding the basic ideas starting iin order 1 the frigate class cant dump the core 2 the treaty can not be voilated under any circumstances 3 if the frigate goes nova wihich it will the ship the breen and hi ship would all be destroyed with that im mind Ga'Lar takes the ready line: "computer begin scenario"

CO>Breen ships> to all breen fleet vessels if your expecting a fight i'm sorry i can't oblige you however if you would like to maintain and uphold the peace perhaps you should help you have less than a minute to decide and clear the area that warp core goes up and we are all in a world of trouble I hignly advise you help or clear the area :several of the breen vessels clear out one remains for a few moments to collect the survivors as we fall back to cler the vessel of the explosion with the breen gone we are now safe to navigate the teams into the hanger bays and transport survivers aboard my ship with that the scenario freezes :: "well that should work"

She walked and then took her usual position of leaning against the bulkhead.
Computer state the scenario and hold until the command to begin.
She had her arms crossed as she listened to the scenario. She took a waited a min to collect her thoughts.
Computer begin scenario
She found herself on the bridge of the ship, in the command chair. She stood up and walked over to ops. Hail the Breen, on visual
Captain, I'm Sandra Iverson in command of the USS Malinche. As you know we have a Frigate who's warp drive malfunctioned. Which is how they found themselves within your boarders. I understand the terms of the treaty. But this is unusual. I ask permission to enter in order to retrieve our people many who are civilians.
The Breen who are less then receptive answer that they are not to cross the border. However they will tolerate as many shuttles as needed within a few minutes time.
Working with that she orders all shuttles to depart asap and sends a coded message to the Frigate to begin to transport by shuttle and escape pods. And to set the escape pods for the coordinates sent.
She has tac ready all tractor beams to capture the escape pods as soon as they are close enough and to have transporters ready to beam over escape pods to Cargo bay 1 and 2.
She has medical on standby to begin working with any injured or sick refugees.
The holodeck returns to the matrix to signal the end of the scenario.
She smiled turning she walked out. Yes! That was fun and once again it took a Marine. Laughing at the good natured joke.

She enters the Scenario area seeing a Marine leave she High fives and smiles. Iverson salutes her and Dorius, returns the salute.
As the captain enters she stands at the door. Thinking, this looks like a quick get away. ::laughing:: Computer state the parameter's of the scenario.
Listening she waits a min, Computer begin scenario.
She is suddenly on the bridge. Looking at the crew on the bridge she half smiles to herself.
CO>Ops hail the Breen ships apprise them of the situation and that over 300 civilians are on board. Make sure they know this could be them.
CO> Tac> Ready weapons but do not charge yet. Bring up tractor beams.
CO> +T+> CMO> Prepare for incoming injured
CO> +T+> to all pilots> Prepare for launch of all shuttles
OPS> CO> Ma'am they will not allow us to cross but will allow shuttles and escape pods to leave unharmed.
CO> OPs Give shuttles clearance and inform the the CO of the frigate of our plans. Remind them we have no time for any cargo.
Co> helm> Get us as close to the Neutral zone as possible and hold steady to retrieve escape pods.
the simulation ends, signaling the end. Now that wasn't have bad.

COOPS>> :hail the lead bren vessels:: understand the situation there are 363 federation civilians on the other side of your borders the fuel for a galactic war if you allow them to die and stand idly by, a thing i will not allow to go unnoticed I request permission ot cross into your space and retrieve my crewmen or your assistance out of mutual best intgrest to rescuse federation citizens:: this is breen vessell we are preparing to assist please move you ship into position:: with shields at the ready I would place the ship in a position to transport as many survivers into sickbay and the argo holds as i could thanking the breen I would leave thir air space as quickly as possiable wit hthat the simulation would freeze:: hmm that could be it thought i doubt it

She listens to the Scenario as its given out. And then taking a minute instructs the computer to accept audio only no visuals.
I would contact the Breen, informing them of the status of the frigate and that is transporting civilians. An act of good will to the Federation from the Breen will go a long way in intergalactic relationship.
If the Breen were unwilling to assist then I would send shuttles in, for the remaining members I would have them sent out in escape pods. Using tractors and transporters I would then capture the escape pods.
Computer returns to the matrix and she walks out....

Walking in she instructs the computer to begin to state the scenario.
Computer no holographic imaging needed.
The first thing to do is to have the frigate begin evacuation plans and to get all personnel both civilian and non civilian to the evacuation areas.
While in contact with the Breen ship discussing the evacuation of the people on the frigate.
After reminding them it is to their best interest to allow this, permission is granted to retrieve Federation citizens but with a time limit of 10 minutes.
Since everything is already arranged that time limit is feasible.
The computer signals the scenario has ended and she walks out.

As per treaty we cannot enter, yet we could use shuttles. But within 2 minutes, she will have a Warp Core breach. As well as the fact there are over 300 crewmen on that ship. So using the Transporters would be the only logical way to rescue survivors.
My solution, Saucer seperation. Using the saucer section as a ferry, and it's Transporters should be able to rescue all, as well as her impulse engines should get her in, and out of range in a timely fashion.

I would notify the transporter to beam all the 300+ crew into a a cargo bay.I would also have Engineering use the industrial transporters to transport the cargo into another bay.I would then tell TAC to blow that Freighter out of the Galaxy. Sending a hail to the Breens thanking them for their cooperation and stopping a possible war.

Being out of range of Transporters I would have my shuttles go in at full power.I would also launch all fighters and have them play chicken running the opposite direction near the border as a distraction.I would send an engineer with one of the shuttles to try to stop the breach.While the ship was being evacuated.If the breach was inevitable then I would have my Engineer eject the core and warn the Breens.At full power the Freighter should clear the explosion area.Hence saving a ship and its crew and avoiding War.

::He Hails the breen ships which say that they will allow shuttles and escape pods to cross their borders. Since there is no way to evacuate the ship with shuttles in the time allotted, and escape pods will probably not be able to clear an anti-matter explosion, he hails the freighter and informs them to abandon ship and set the course for the border, as soon as the pods enter transporter range he beams the entire pods to the shuttlebays and the cargo bays. He has helm hit warp 1 in the opposite direction and the program ends.
